EVSC School Board Meeting

Sept 8, 2025 / 5:30 PM 

Full board is present with exception of Karen Ragland who was receiving an award.

  • Meeting was called to order by VP Duckworth followed by the Pledge of Allegiance.

  • Jason Woebkenberg began meeting with good news slide show

    • Started with proclamation from Mayor Stephanie Terry that September (as always) is Attendance Awareness Month

    • Highlighted the recent lighting for Bosse High School’s baseball and softball fields

    • Highlighted EVSC Fall high school athletes

    • Followed by “What’s Happening With Dr. Hoover?”: Washington and Thompkins Middle Schools PCC course (college and career class) where 8th grade students are able to think about and discover future careers.

    • Thank you to the West Side Nut Club’s donation of $140,000 to EVSC schools


Public comments were as followed:

  • Larry Samples - discussed high school volleyball. Mr. Samples said that freshman volleyball doesn’t get enough attention. According to Samples, some schools do not have a freshman volleyball team, no schedule, and little help from officials. He stated that Harrison High School stepped up and hosts Wednesday night Freshman Volleyball games with 3 courts and 6 teams. Teams are not only from the EVSC, but neighboring schools like Boonville and Castle. Samples acknowledged Sarah Wiley (Harrison’s Volleyball Coach) and Andre Thomas (AD) for their hard work and dedication to making this possible.

  • Melissa Vogel - concerned parent

    • Ms. Vogel expressed her concern over gun/weapon prevention within the EVSC schools. She asked for walkthrough metal detectors in all EVSC schools and stated that creative funding should be explored in order to do this.

  • Dr. Hoover said there were 7 consent items to be addressed in the meeting

  • 3.01 approve minutes of Aug 25 2025 session and regular board meeting

  • 3.02 3.02, 2 consideration of allowance of payments in the amount of $10,517,659.53 that include invoices, net payroll, payroll obligation, and contract drivers

  • 3.03 consideration to approve the change order number one for TCP Elementary School parking lot paving project 2025

  • Motion and second to accept consent items

  • Michelle Williams personnel recommendations: Retirement, resignations, termination, regular appointments, resignation of temporary appointment, resignations from extra duty, appointments to extra duty, reassignment of administrative appointment, transfer, and after-school appointments.

    • Motion and second to accept recommendations.

    • Motion is carried.

  • The swearing in of a new EVSC school resource officer: Ryan Underwood, sworn in by Chief Alfred 

District Highlights


Bosse Principal Aaron Huff and teacher Lee Gray. Ms. Gray discussed her construction and repurposing classes where students take things that people would throw away and turn it into something beautiful and relevant. The students sell their projects on Bosse’s Facebook page, write thank you notes, celebrate each sale with professionalism and pride. Students keep most of their earnings while the rest funds the class. Last year, there were only 54 students and they sold over $10,500 and had an overall attendance rate of 88%.  Principal Huff said they are looking to launch an entrepreneurship pathway.

Action Items

  1. public hearing regarding the proposed 2026 budget; Mr. Shoulders stated that at the next regularly scheduled school board meeting (September 22nd) there will be a vote to adopt a budget for the next school year, stating that Indiana law provides that prior to that meeting, the taxpayers and citizens of the town will have an opportunity to offer their comments regarding the proposed budget.

  • Mr. Shoulders asked if anyone present would like to be heard concerning the proposed budget to be adopted by the school board to be considered by this school board at its board meeting on September 22, 2025.

  • No one wished to speak.

  • Public hearing adjourned

  1. consideration to approve policy 4320: student attendance, habitual truant and truancy                                                             prevention

    • Acknowledged that the changes made are to ensure that it’s accurately described how attendance will be recorded and reported to the IDOE.

    • schools that had the highest percentage of students chronically absent have a team that's coming to their school more frequently

  1. State accountability measure

    • Every school will have an A to F system

    • Attendance will be part of the accountability score 

Students in attendance represented Bosse, Central, and Memorial high schools.
